APIRAS — the ASIA-PACIFIC ISLANDS RURAL ADVISORY SERVICES NETWORK — was organized on November 5, 2010 during the First Global Meeting of the Global Forum for Rural Advisory Services (GFRAS) in Santiago, Chile, and was launched on September 14, 2011 in Los Baños, Laguna, Philippines. It aims to be a platform for networking, advocacy, and capacity building for agricultural extension and rural advisory services (RAS) professionals and institutions in the Asia-Pacific Islands Region.

APIRAS adheres to the following strategic fields, as advocated by GFRAS:

  • Advocacy and support for an enabling policy environment and appropriate investment in rural advisory services
  • Professionalization of rural advisory services
  • Facilitation and enhancement of effective and continuous knowledge generation and exchange


MISSION Strengthening institutional collaboration among global and regional rural advisory services (RAS) networks towards responsive capacity development, knowledge management, and policy advocacy in the Asia-Pacific Region


Inclusive and sustainable extension and rural advisory services in the Asia-Pacific Region


Serve as a dynamic platform that harnesses the full potentials of RAS in the Asia-Pacific Region


The Regional Forum on Strengthening Rural Advisory Services in Asia-Pacific Islands was held on 14 and 15 September 2011 at the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), Los Banos, Laguna, Philippines. The Regional Forum was jointly sponsored by SEARCA, the Department of Agriculture-Agricultural Training Institute (ATI), the International Rice Research Institute (IRRI), the Philippine Extension Network (PEN), Inc., the East-West Seed Company-Philippines, the Global Forum on Rural Advisory Services (GFRAS), and the University of the Philippines Los Banos (UPLB).

The objectives of this workshop were as follows:

  • To determine the most appropriate structure to best represent the interests of Asia-Pacific Islands countries in the global RAS forum through the APIRAS Network;
  • To discuss and analyze priority issues in rural advisory services in various countries in the Asia-Pacific Islands Region;
  • To consolidate issues and recommendations towards a transformative capacity development for RAS in the Asia-Pacific Islands Region.

This will contain related literature, best practices in the region, a wiki of practices and network of experts in the region.
